In 1994, Tony Allen was the first to introduce the concept of virtual water in London. It was based upon analyses by Israeli water experts who found that it seemed to make more sense for their arid country to import water-intensive goods than to cultivate (or even export) them themselves. Nowadays, the concept of ‘virtual water’ is apparent in discussions across the mainstream media from television and radio, to newspapers and magazines.
In this work, the author outlines the ways in which this concept has been applied and explains why its practical implementation has proved to be so difficult.
